Established the Tokai Branch of the "Riverness Resilience Project" in cooperation with Riverness and Terra Labs Disaster Response Operation Center.
2024.12.16 business partnership
(Head Office: Nagoya City, Aichi Prefecture; Representative: Toyohisa Yamada), together with RIVANES Corporation (Head Office: Shinjuku-ku, Tokyo; Group CEO: Yukihiro Maru) and Terra Labs Corporation (Head Office: Kasugai City, Aichi Prefecture; Representative: Takahide Matsuura), have launched the Tokai Chapter of the RIVANES Resilience Project, which aims to create a flexible and tolerant social infrastructure with an eye to natural disasters such as the Nankai Trough, (headquartered in Kasugai, Aichi; Takahide Matsuura, President), have launched the Tokai Chapter of the "Livability Resilience Project," which aims to create a flexible and tolerant social infrastructure in anticipation of natural disasters such as the Nankai Trough.
■Background and initiatives of each company to date
Japan, a country that is known for its natural disasters, requires resilience to cope with various disasters, including earthquakes. With the Nankai Trough earthquake and an earthquake directly under the Tokyo metropolitan area predicted to occur in the near future, RIVANES will not allow each organization to take independent countermeasures in the event of a disaster, but will combine independent and decentralized infrastructure (water, energy, communications, etc.) that can be used in the town during normal times, inspection and transportation systems using drones, and disaster prediction systems using satellite data, etc., to design the town and community from the perspective of both normal times and contingencies. We believe that it is important to design towns and communities from both a peacetime and contingency perspective by combining independent and decentralized infrastructure (water, energy, communications, etc.), inspection and transportation systems using drones, and disaster forecasting systems using satellite data, etc.The Libanes Resilience Projectlaunched.

Terra Labs is promoting research and development of a "Disaster Response Information System" that can collect wide-area, high-precision, high-speed three-dimensional data using the long-range unmanned aerial vehicle "Terra Dolphin" and link information with multiple organizations, including governments, administrative agencies, and infrastructure providers. We are participating in the RIVERNESS Resilience Project as the first phase partner, and in July 2024, we were selected as the project operator to utilize the passenger terminal building at the Prefectural Nagoya Airport, and in December 2024, we opened the Disaster Response Operation Center at the airport to prepare for a Nankai Trough earthquake.

Launch of the Tokai Branch
In the Tokai region, where Terra Labs and Yamada Shokai Holding are based, it is said that there is a probability of a Nankai Trough earthquake of 80% or higher within 30 years. In preparation for such a situation, a plan is underway to develop an "Aichi Prefecture Core Wide-Area Disaster Prevention Base" in the northwestern part of Nagoya Airport (Aoyama District, Toyoyama Town), which will smoothly receive support personnel and supplies from all over Japan and quickly and accurately supply them to disaster-stricken areas and regional disaster prevention centers in the event of a large-scale disaster such as a Nankai Trough earthquake.
Under these circumstances, we believe that there is an urgent need to develop "deep tech," a collection of technologies and knowledge accumulated by various organizations and companies to solve problems, and to create a system to promptly deliver them to the sites of problems and operate them in the local community, rather than just the technologies and assets of one organization alone.
Therefore, Terra Labs has taken the opportunity of opening a Disaster Response Operation Center in Nagoya Airport to establish the Tokai Chapter of the Liverness Resilience Project. Terra Labs andTogether with RIVANES, we will strengthen research and development of wide-area disaster response operation systems, disseminate them to the field, and create sustainable businesses that can function in both peacetime and emergency situations for rapid recovery and reconstruction activities.
A press conference was held on December 13, 2024 regarding the launch of the Tokai Chapter of the LIBERNESS Resilience Project.
